is it necessary to include tissue?

the answer is no. including tissue with your invitation is a practice that is antique and not used anymore. the tissue was place on top of the invitation to keep it from smearing with the other components because the ink dried at a much longer pace. inks nowadays dry at a much faster rate and tissue is no longer necessary.
do i need an inner envelope?

just like the tissue, including an inner envelope is out dated. the inner envelope was used to protect the invitation set as it travelled on horseback.
when should i send out the invitations?

it is important to mail invitations to residents outside of your state 6 to 8 weeks and 4 to 6 weeks to those who reside within the state is it appropriate to give an invitation to the officiant? the answer depends on the space available at your reception. it is a nice gesture though to give an invite to the officiant.
how do i say that the reception is exclusively to adults?

this is a difficult task to handle correctly and carefully, not to hurt anyone's feelings. there are two ways of addressing this problem: write out precisely who is invited on the outer envelope (ie. Mr. and Mrs. George and Diana Jones) or adding a line at the bottom of the reception card that reads adult reception.
